Service concession — HSE card

The Norwegian Labour Inspection Authority is using this procurement competition to sign a contract with a tenderer for the service concession described below. All entities that carry out work at building and construction sites, as well as all certified cleaning companies, both Norwegian and foreign, are obliged to give their employees HSE cards. The intention is to be able to identify both who you are and who you work for. An HSE card must therefore be issued for each entity the person works in. The scheme is operated as a service concession, where the Norwegian Labour Inspection Authority has the overall responsibility for ensuring that the scheme functions in accordance with the intention, but where the orders, criteria checks, production and issuing of cards are done via the tenderer. Furthermore, it is a prerequisite that the tenderer deals with all user support and guidance, runs the register of issued cards and status searches, the ordering system, production, issuing and invoicing, as well as receipt and destruction of used cards.
