The parliamentary bill nº 21 (2016-2017) "Desire to learn — early efforts and quality of the school", the Norwegian Ministry of Education and Research suggests a module-based postgraduate service for headmasters and other school managers who have completed the Master programme in Educational Leadership or equivalent education. The measure is intended as a contribution to ensure the compliance with the requirement for systematic competence development for school managers, beyond the basic competence provided in the programmes for educational leadership.
