This competition is for a contract for obligatory deliveries of subscription newspapers on Saturdays to subscribers who do not have other newspaper distributions on Saturdays, in accordance with the Postal Services Act dated 4.9.2015 no. 91 ('the Post Act') § 7-second section, cf. the regulations on a post dated 18 September 2015 no. 1063 ('the Post Regulations') § 19.
