Based on the recommendations in NOU 2010: 7 Diversity and mastery, the Norwegian parliament adopted changes in summer 2012 in the Training Act § 2-8 and § 3-12, which gave municipalities and counties the opportunity to offer an introduction offer to newly arrived pupils from the start of the academic year the same year. In the period January 2014 - December 2015 an evaluation shall be carried out of special language training in general and the introduction offer in particular. The evaluation shall contribute to increased knowledge of the understanding of the rules, as well as the content, organisation and experienced benefit of special language training and the introduction offer in primary, secondary education and further education.
