The Danish Refugee Council (DRC), a leading international NGO operating across 43 countries, invites Expressions of Interest (EOI) from qualified Payment Solutions Platforms (PSPs) / Financial Service Providers (FSPs) for delivering financial services supporting DRC’s global Cash and Voucher Assistance (CVA) portfolio. DRC is Denmark’s largest NGO, specializing in forced displacement. With operations in 43 countries and over 8,000 employees, we protect, advocate for, and build sustainable futures for displaced communities worldwide. Scope and Opportunity:

In 2023, DRC delivered USD 51 million in CVA across 31 country missions, covering emergency and non-emergency needs. We are seeking a global PSP / FSP capable of delivering efficient, scalable CVA solutions, including:

Bank transfers

Mobile money

E-cash (smart cards, prepaid debit cards)

Over-the-counter (OTC) cash transfers

Optional: Electronic vouchers

This EOI marks the first stage of a multi-stage selection process, with shortlisted providers invited to submit a Request for Proposal (RFP). Qualified PSPs / FSPs are encouraged to submit EOIs for one or more modalities by the deadline.
