Gasgrid Finland Oy and its subsidiary company Gasgrid Vetyverkot Oy (both later referred to as "Gasgrid") developing hydrogen transmission infrastructure to enable the creation of a hydrogen economy and to promote Finland’s role in it. Gasgrid will build a hydrogen transmission pipeline network to connect hydrogen producers and consumers within Finland. Gasgrid is currently exploring options for the national hydrogen infrastructure and hydrogen transmission needs in Finland. Gasgrid is collecting information from stakeholders and studying possible routing options for the national hydrogen infrastructure. Gasgrid is currently seeking for four (4) partners to provide Engineering consultant (EC) services. The integral scope consists of multi-disciplinary engineering and other services for developing Finland H2 Backbone program. The program is an initiative to design and construct a H2 gas trunk line connecting north-west, west and southern Finland. EC Service Provider’s tasks cover first and foremost engineering services for feasibility study phase and for basic engineering phase. ECs partners are however required to provide other services covered by the agreement. Following the basic engineering, the agreement may be extended to cover service needs during the execution phase. The scope of EC services is described in more detail in the Invitation to Participate and its annexes. The procurement and the selection of partners is divided in two separate parts: Part 1: Onshore compressor stations Part 2: Onshore pipelines Gasgrid will select two (2) EC service providers per each part of the procurement. The candidate may request to participate in both parts 1 and 2, or just one of the parts. The agreement is planned to enter into force within Q1 / 2025. The framework agreement will be made for five years with the possibility for extension for two years. The main contracting entity in this procurement is Gasgrid Vetyverkot Oy. Gasgrid Finland Oy may purchase services from the service provider(s) to the specific needs relating to the development and implementation of the hydrogen transmission network described in the scope of service. In addition, the Gasgrid participates in cross-border hydrogen transmission development projects in the Baltic Sea region. The current cross-border projects are the Nordic Hydrogen Route for building up a cross-border hydrogen infrastructure in Bothnian Bay region, Nordic Baltic Hydrogen Corridor for developing hydrogen infrastructure from Finland through Estonia, Latvia, Lithuania and Poland to Germany, and Baltic Sea Hydrogen Collector for building an offshore hydrogen pipeline connecting Finland, Sweden, and Germany to enable the production and storage of clean and sustainable hydrogen. The cross-border projects are covered by the scope of this procurement to the extent the contracting entities are responsible for the technical design, the management of the design, and building of the cross-border infrastructures and the contracting entities may utilize the framework agreements for these purposes. The contracting entities may assign or transfer the agreement or parts thereof to a company or companies or to other joint organization(s) of the cross-border projects which may be established for the implementation of the projects at a later stage as the projects progress. The contracting entities of this procurement may assign or transfer the agreement or parts thereof for the implementation of the tasks and shares for which the contracting entities are responsible. Gasgrid will apply CEF funding for the hydrogen projects. Assignments covered by this framework agreement may be financed from CEF grant, however the coverage of CEF funding instrument will depend on the content of each assignment and will be decided on case-by-case basis. If Gasgrid is granted funding, Gasgrid will implement the necessary changes to the contracts as required by the funding instrument.
