Hotel and Conference Urban Future — Global Conference 201801690 As Oslo has been declared Europe’s environmental capital [Europe’s green capital] in 2019 and the completion of the FutureBuilt programme, the FutureBuilt municipalities shall collaborate with Urban Future Global Conference (UFGC) to arrange a major international environmental conference in Oslo in 2019. In this regard, a contract shall be signed with a tenderer for hotel and conference services. The conference is a collaboration between public and private parties, and parts of the conference will be financed with public funds. It is therefore natural to carry out a market analysis to ensure a good procurement, so that public procurement regulations are followed. 2400000.00 In order to hold the conference, hotel and conference facilities must be procured. It is anticipated that at least 2 000 people will participate from both Norway and abroad. It is desirable to have premises central in Oslo that are modern, have a large number of hotel rooms, conference premises that are large enough for the anticipated number of participants, and with a large degree of flexibility. The premises must also have a sustainability profile that is suitable for the conference. UFGC has undertaken comprehensive market surveys and cannot see any other parties in the market who satisfy the conference requirements. Annex 2 to the public procurement regulations, and therefore the procurement adheres to the public procurement regulations part II PPR § 5-1 (2) letter b. After carrying out the market survey, we cannot see that there are any other relevant service providers in the market, and therefore exemptions can be made to the public procurement regulation, cf.
