Lier municipality plans to outsource welfare services. Before the competition we would like to hold one or several market conferences to obtain information and feedback from the market.

The Contracting Authority is therefore inviting to a joint meeting with the participants in the business sector.

Place: Haugestad, Haugestadbakken, Lier, Norway.

Date: Tuesday 23rd September at 12:00-15:00.

The municipality shall procure welfare services connected to nursing homes, sheltered accommodation flats and day centres. The services shall be located in the municipality's new nursing home, which is planned to be completed spring 2016.

The problems that we would like feedback on are given below:

Joint operation with the municipality.

What experiences do service providers have from operating services in a building where the municipality provides welfare services? What functions well and what does not function quite as well?

Adjacent services.

What experiences do service providers have connected to municipalities providing adjacent services, such as cleaning, kitchen services and caretaker services? What functions well and what does not function quite as well?

What experiences do service providers have as regards the operation of communal areas?

Employees' rights.

What experiences do service providers have as regards contracts where employees in outsourced operations have other wage and pension terms than municipal employees? What does the market recommend?

Welfare technology.

If the service provider can choose, what welfare technology would you want? What experiences have you had as regards what works and what does not function quite as well?

Fixtures.

Would the service provider prefer to take over the operation of the building with fixtures? Or is it preferable to furnish the building yourself?

What experience have service providers had as regards the maintenance and replacement of fixtures? What functions well and what does not function quite as well?

Start of operations.

Would the service provider prefer to take over a building as turn-key? Is it preferable to take over the building after a period of municipal operation? Experiences connected to this?

Award criteria - short reflection around the theme.

Are there some other municipalities that have defined their award criteria in a good way, and what lessons can we learn? What has functioned and what do you want us to do different?
