OVERALL OBJECTIVE

The overall objective of the assignment of “Web Platform Design & Programming” is to develop Chinese language websites with .cn domains hosted in China for 1) Scandinavia as a regional travel destination and 2) Copenhagen as a city destination. While the Scandinavian website will be a completely new site, designed and programmed from scratch, the development of a Chinese visitcopenhagen site will involve redesigning the present visitcopenhagen site, adapting it to the Chinese brand story and Chinese user interface, yet maintaining the essential look and feel of visitcopenhagen’s established visual identity.

TWO SEPERATE SITES

It is important to underline that the Website Design & Programming involves two separate assignments, namely the design & programming of Chinese websites for a) Scandinavia and for b) Copenhagen.

The two assignments differ in terms of starting point and creative scope. For the Scandinavian platform, there is no existing framework or setup, while the Copenhagen platform should – in relation to design and visual expression – take its starting point in the existing look and feel of www.visitcopenhagen.com.

KEY DELIVERABLES OF WEBSITE DESIGN & PROGRAMMING

With this RfP, service providers are requested to submit proposals for the delivery of either one or both of two main deliverables, namely 1) the design & programming of a website for Scandinavia as a regional travel destination to Chinese travelers and 2) the design & programming of a website for Copenhagen as a city destination to Chinese travelers. The two deliverables designate two individual assignments and will therefore be described separately in the following sections.

DELIVERABLE 1: DESIGN & PROGRAMMING OF A CHINESE WEBSITE FOR SCANDINAVIA

Main purpose: The Scandinavian web platform will be an overall portal of inspiration to Chinese consumers and travelers, providing entry points to the individual websites of each of the project partners (and additional Scandinavian destinations) as well as integrating the Chinese social media channels maintained by the individual destinations.

Based upon the identified Chinese brand universe of Scandinavia, the platform is intended to inspire Chinese travellers to continue their search and more detailed travel planning on the individual destination platforms.

The platform will be an entirely new site, designed and developed from scratch based on the brand stories and design guidelines delivered by the brand consultants of the bureau Mensch, as selected in the first tender; “Creative Brand Development.”

DELIVERABLE 1: SCOPE OF SERVICES REQUESTED

The service provider selected for Deliverable 1 of this RfP will design and program a Chinese website for Scandinavia as a regional travel destination for Chinese travelers. This assignment includes, but is not limited to, the following tasks:

DESIGN AND DEVELOPMENT

• Design and develop the new Chinese site of Scandinavia, including the development of interface elements, navigation structure and information architecture, all of which adheres to the provided brand stories, travel-related subthemes and design guidelines.

• Work in close cooperation with brand consultants and Wonderful Copenhagen as Lead Partner of CHINAVIA II project.

• Provide well-founded advice for optimization of development process and final product delivery.

• Participate in workshop and ongoing status calls/meetings with Wonderful Copenhagen and advisors deemed relevant by Wonderful Copenhagen in the process.

• Secure hosting in China (cn. domains already acquired)

• Ensure mobile web functionality and view according to principles of Responsive Design.

• Integrate with relevant social media channels (clear linkage to Scandinavian/partner presence on channels like Weibo, Youku, Weixin).

• Establish database for content upload and perform basic administration and technical support in relation to general troubleshooting, data repair and maintenance to secure that information displays properly on website. It is important to note that the site will operate as a closed circuit, ie. will not need to (or at least only to a very limited degree) interact with databases outside China. Wonderful Copenhagen, editors and other parties deemed relevant should have open access to the database and respective CMS.

ADAPTATION AND MAINTENANCE

• Manage ongoing improvements, adaptations and maintenance until the end of the agreement.

• Complete regular repairs as needed or requested, including repair of broken links and replacement of low quality images.

• Respond to all maintenance requests from Wonderful Copenhagen within a few hours on weekdays with a confirmation that the request has been received and an estimated timeframe for repair (in deference to different time zones).

• After launch provide quarterly site traffic statistics and search engine analysis reports.

• Continuous incorporation of social media channels in an effective manner and according to request.

• Close cooperation with editors and content managers in both China and Scandinavia.

• Provide proactive suggestions for improving the website.

INSTITUTIONAL ARRANGEMENT

• Under the supervision of Wonderful Copenhagen and in partnership with any advisors hired by Wonderful Copenhagen, the selected provider will manage the tasks as described above between October 2013 and December 2014.

• Wonderful Copenhagen, as Lead Partner of CHINAVIA II, reserves all ownership and rights to content, solutions, domains, hosting, design et al.

• The tasks will be carried out in China with regular status calls / meetings with Wonderful Copenhagen.

DELIVERABLE 1: QUALIFICATIONS REQUIRED

The selected provider for Deliverable 1: Design & Programming of a Chinese Web Platform for Scandinavia should be able to demonstrate the key qualifications listed below, imperative to completing the task satisfactorily:

• Proven and extensive experience in digital design, web management and software development.

• Proven and extensive experience in responsive web design.

• Comprehensive experience with either Drupal or Wordpress (or both) as site-building CMS system.

• Experience from similar assignments, ie. working with travel-related sites or destination brand sites.

• Proven insights and extensive experience in designing and developing websites specifically targeting Chinese consumers.

• Proven experience in working with Scandinavian clients / brands.

DELIVERABLE 1: FORMAT OF SUBMITTED PROPOSAL

The format of the submitted proposal for Deliverable 1 should comprise of both a technical and financial proposal.

The technical proposal is required, as a minimum, to include:

• Description of task delivery: explain the approach and process you will follow to build the website, including assessment of risks and mitigation measures.

• Address any important technology information and specifications used in your solution.

• Schedule of deliverables and timeframe for 1st launch, including testing, midway milestones, feedback sessions and evaluation.

• List as a minimum three websites that your firm has produced within the past three years that best reflect your work and relevancy to this project. Briefly list the role of your firm in each project. The URL should be submitted. Only sites that are live will qualify during evaluation of proposals.

• Briefly describe your company’s organizational capacity to complete the task (ie. team members, software, office location etc.)

• Description of potential subsuppliers or estimated needs in terms of subsuppliers.

• Assumptions made, if any, of the deliveries from and role of Wonderful Copenhagen as Lead Partner, in addition to role outlined in this document.

The financial proposal should, as a minimum, include:

• Estimated time expenditure, division of work hours between team members, hourly rate of each team member.

• Break down cost by production and maintenance hours, tools and functionalities.

• License fees: identification of costs to host the site in China as well as costs to host with your company.

• Please identify if there will be other expenses, consulting fees, etc. to complete this task.

Please note that the financial proposal should include all necessary costs to fulfill the task of Deliverable 1: Design & Programming of a Chinese Web Platform for Scandinavia from Oct 2013 – Dec 2014 as outlined in present RfP. Wonderful Copenhagen will consider the proposed costs as the overall cost with no obligation for any additional direct or indirect costs as part of the task completion and delivery.

DELIVERABLE 2: DESIGN & PROGRAMMING OF A CHINESE WEBSITE FOR COPENHAGEN

Main purpose: The website for Copenhagen will provide inspiration and information to Chinese travellers in Copenhagen and the surrounding areas. The site will integrate Copenhagen’s Chinese social media channels (ie. Weibo, Youku and Weixin) as well as adhere to the identified brand stories as developed by Mensch in relation to the first tender.

The starting point of the Copenhagen site differs, however, from the Scandinavian site. While the new brand stories and travel-related subthemes will be incorporated in the layout, the design will comply with the existing layout and visual expression of www.visitcopenhagen.com and clearly reflect the generic look and feel of visitcopenhagen.

DELIVERABLE 2: SCOPE OF SERVICES REQUESTED

The service provider selected for Deliverable 2 of present RfP will design and program a Chinese web platform for Copenhagen as a city destination for Chinese travellers. This assignment includes, but is not limited to, the following tasks:

• Develop a Chinese version of www.visitcopenhagen.com in adherence to and reflective of both a) developed brand stories, travel-related subthemes, design guidelines and b) the look and feel of the generic visitcopenhagen site. It may be deemed necessary to adapt the website’s interface elements, navigation structure and information architecture to the Chinese users and the brand stories identified. The existing visitcopenhagen site will function as the inspirational and guiding cornerstone throughout the process.

• Work in close cooperation with selected brand consultant from Mensch, Wonderful Copenhagen and to the extent required, with the original developers of the existing visitcopenhagen site (Propeople).

• Provide well-founded advice for optimization of development process and final product delivery.

• Participate in workshop and ongoing status calls/meetings with Wonderful Copenhagen and any advisors deemed relevant by Wonderful Copenhagen in the process.

• Secure hosting in China (cn. domains already acquired)
