Detailed explanation: The Ministry of Justice and Public Security's network related equipment supports critical infrastructure of national security interest, including the crisis support unit and other objects/functions that are worthy or protection. The crisis support unit has a 24 hour manned situation centre with a general national responsibility for handling crises. Replacing a central and critical system, where stable operation is essential, involves considerable risk. Knowledge of this network infrastructure is also of national security interest. System replacements ought to be as seldom as possible, given the systems' critical character.
