The Ministry of Education and Research has given the Norwegian Directorate for Education and Training, henceforth referred to as the Awarding Authority, the task to prepare a 5 year plan for rise in competence for the multicultural area. This assignment is based on the White Paper no. 6 (2012-2013); 'An Overall Integration Policy'. Diversity and fellowship. Through a 5 year initiative, nursery schools and schools shall increase the competence in relation to challenges the minority linguistic children, youngsters and adults meet in the educational system. This initiative for competence development for the multicultural areas is subject to evaluation. The evaluation shall follow the initiative. Quality of structure, quality of process and quality of result are subject to assessment. The evaluation shall provide the Awarding Authority option for adjusting the ongoing evaluation.
