Financial Supervisory Authority (hereinafter referred to as ”Contracting Authority” or ”Customer” or “FIN-FSA”) requests tenders for producing a comparative analysis and resource allocation, and development of competence and supervision methods (hereinafter referred to as ”Service”) as detailed in the invitation to tender published on the public procurement website Hilma and in its appendices. The subject of the procurement contract is a comparative analysis in which consultants of the provider (hereinafter referred to as “Service Provider”) make a comparative analysis between the Financial Supervisory Authority (FIN-FSA) and the relevant European supervision authorities with respect to supervision methods and resourcing, in order to ascertain: • how human resources in supervisory work are allocated to the different subareas of supervision and • how supervision methods, human resources and competence meet the requirements of the operating environment. The subject of the procurement contract and the relevant requirements are described in more detail in the invitation to tender and its appendices. The contract period starts from signing the contract and is valid until the contractual obligations are fulfilled. The signing of the contract is estimated beginning of 2020.
