The Norwegian Public Roads Administration would like, as a procurer of ferry services, to facilitate a well-functioning market. The Norwegian Public Roads Administration is carrying out a project in 2015-2016 that is looking at the development of the ferry market in the long term. The consultancy companies Oslo Economics, DNV GL and Inventura are engaged to carry out the project.
The project is divided into 3 phases: Premise analysis, development of measures and impact assessment. The Norwegian Public Roads Administration invites tenderers to a dialogue conference/workshop for the development of measures phase, with the aim being to identify many and different potential measures that can ensure a well-functioning ferry market.
The objective of the work shall be aimed as extensively as possible, both as regards conditions at the contracting authority, the supplier market, procurement procedures and contractual relationships between the parties. The dialogue conference/workshop will thus allow participation from suppliers and the contracting authorities/ferry management, as well as others with an interest in the Norwegian ferry market. In the long term the intention is that the measures set the terms for the development of the ferry market up until 2050.
The programme is as follows: Participants will be divided into groups which will follow their session. Each session will start with a prepared article from the project, with subsequent development of measures in cooperation with the participants.
