The Strategy for Danish Humanitarian Action 2010-2015 was launched in September 2009. The overarching goal of the strategy is to contribute to improving human security and reducing poverty. The specific objectives are :

— To save and protect lives

— To alleviate suffering

— To promote the dignity and rights of civilians in crisis situations

— To initiate recovery

— To build resilience to and

— To prevent future crises by breaking the cycle between crises and vulnerability.

Currently, the budget for the Danish humanitarian assistance amounts to 1,5 billion DKK annually. In addition, the budget reserve of approximately 200 million DKK is often used for humanitarian purposes.

In 2010, Denmark supported a total of 29 emergencies: 16 in Africa, 11 in Asia and 2 in the Americas. Sectorally, Denmark has concentrated its funding on food and protection, human rights and rule of law initiatives.

The implementation modality of the strategy from 2010 has mainly been through partnerships, in particular with selected NGOs and international agencies. This “delegated” model of implementation has implications for monitoring and quality assurance, and for Danida this means that project or programme assessment and monitoring is replaced by assessing the capacity of partners.

The overall purpose of the evaluation is to evaluate the strategy for Danish Humanitarian Action. The scope of the evaluation will cover policy, implementation modalities, processes and results. The specific focus for the evaluation will be on three key issues:

1. What lessons can be learnt from relying on partnerships as the key implementing modality?

2. How well does Danida support and ensure follow-up to partnerships and engage in international policy dialogue on humanitarian issues?

3. What are the experiences of linking humanitarian action and long-term development assistance, i.e. reconciling humanitarian and development objectives in specific contexts and settings?

The evaluation will conduct 2-3 case studies as part of the evaluation, with one case study being conducted as a desk-review. Potential case countries or crises are South Sudan and the Middle East.

Requirements of Candidates applying for PQ:

— Experience with complex evaluations of humanitarian actions in developing countries.
