Justification for direct purchase of the vertical variable angle spectroscopic ellipsometer (VASE) for Department of Mechanical and Materials Engineering.

The variable angle spectroscopic ellipsometer (VASE) manufactured by J.A. Woollam Co. is
currently the only instrument in the market, which meets all the specific and necessary technical
requirements to fulfil the uncompromising needs of the acquiring department as follows:
- Our research has been done on a J.A. Woollam Co. VASE system previously and all the data and
measurements can be translated onto the new system to ensure continuity of parameters and
results.
- Sub-nm resolution and fully computer-controlled monochromator that is placed before the sample
and illuminates the sample with monochromic light. This is especially critical for our research which
deals with materials that are photosensitive and have sharp spectral features.
- Spectral range from 250 nm to 2500 nm, including the appropriate detectors and gratings. Angles
of incidence from 15°to 90°.
- Rotating analyzer ellipsometer with AutoRetarder.
- Sample mounted vertically with a real θ - 2 θ angle of incidence goniometer unit. This allows us for easy operation, precise sample alignment, which is required for reflection and transmission
measurement at the same sample position. Moreover, it allows transmission measurement at
positive and negative angles of incidence (import to determine out-of-plane tilt at biaxial material
like the ones we are using in our research.
- Sample tilt alignment function that guarantees correct angle of incidence.
- Automatic measurement of transmission and reflection at the same sample position like Ψ, Δ (R
and T could be either Ellipsometry or intensity spectroscopy). Also, the instrument software can
extract the uniaxial anisotropy, biaxial anisotropy with absorbing and non-absorbing materials.
- Parameterized modelling with interactive general oscillator model. The software also allows for
simultaneous global fit of modelled data and different measurement data types namely Ψ, Δ, R, T,
Depolarisation, Mueller matrix of different angles of incidence.
The Vendor of the instrument by J.A. Woollam Co in Europe/Nordics is Quantum Design GmbH (Quantum Design Europe).

According to the Act on Public Procurement and Concession Contracts (1397/2016) section 40 when
only a certain supplier can implement the procurement for a technical reason, provided also that there are no reasonable alternatives or substitute solutions, and that the absence of competition is not due to an artificial narrowing of the terms and conditions of the procurement, the contract may be awarded only to a particular supplier, Contracting authorities may award public contracts by a direct award.
Prior to making decision the Contracting authority has inspected the relevant markets and available products and after careful consideration found its' conclusion grounded.
