Estonian Railways Ltd invites you to take part of an Request for Information of restoring the CCS system of the Tartu station.

Background information about the request for information:

This request for information is public and the purpose of it is to prepare the technical specification for the procurement. Participation in this survey will not give any participant any benefits in the forthcoming planned procurement. The procurement for design and construction works is scheduled to be completed in 2018, after conducting a preliminary inquiry of the technical dialogue and analyzing the feedback collected from potentially interested parties during this process.

Estonian Railways Ltd. (AS Eesti Raudtee) is planning to restore the CCS system of the Tartu station after a fire in the relay room. The aim of the project is to reconstruct and modernize the CCS system of the Tartu station and its technological solutions on the infrastructure of Estonian Railways, thereby increasing the level of safety and security and making traffic management as effective and automated as possible. On-field equipment remains the same.

In the annexed table, the Contracting Authority has described his main objectives and requirements for the proposed CCS system, and wishes to, with the preliminary request of this technical dialogue, receive feedback from the market on the possibility and feasibility of the possible technical solutions. The feedback received from the market is extremely important for the Contracting Authority when drafting the technical specification of the object of the procurement contract.

Estonian Railways Ltd. (AS Eesti Raudtee) treats the received feedback as confidential information, it is not binding on either party and does not make either party liable for anything.

Päringu teostamise vajaduse tausta kirjeldus:

Käesolev teabepäring on avalik ning selle eesmärk on hanke korraldamiseks tehnilise kirjelduse koostamine. Käesolevas päringus osalemine ei anna mistahes osalenud isikule mistahes eeliseid tulevases kavandatavas hankes. Projekteerimis-ehitustööde hange on kavas läbi viia 2018.a. pärast tehnilise dialoogi eelpäringu läbiviimist ja selle käigus kogutud potentsiaalselt huvitatud isikute tagasiside analüüsimist.

AS Eesti Raudtee kavandab Tartu jaama liiklusjuhtimissüsteemi taastamist. Projekti eesmärgiks on rekonstrueerida ja moderniseerida AS Eesti Raudtee valdusse kuuluva Tartu jaama liiklusjuhtimisüsteem ja sinna juurde kuuluvad tehnoloogilised lahendused ning seeläbi tõsta ohutuse- ja turvalisuse taset ning muuta jaama liikluse juhtimine maksimaalselt tõhusaks ja automatiseerituks. Lisas olevas tabelis on Tellija kirjeldanud enda peamised eesmärgid ja vajadused kavandatavale liiklusjuhtimise süsteemile ning soovib käesoleva tehnilise dialoogi eelpäringuga saada turult tagasisidet võimalike tehniliste lahenduste realistlikkuse, täitmise keerulisuse ning ajaliste raamide kohta. Turult saadav tagasiside on Tellijale äärmiselt oluline hankelepingu eseme tehnilise kirjelduse koostamisel.
AS Eesti Raudtee käsitleb saadavat tagasisidet konfidentsiaalse informatsioonina, see ei ole kummalegi poolele siduv ega millekski kohustav.
