In recent years, Miljødirektoratet (the Norwegian Environment Agency) has announced assignments for ecosystem mapping as open tender contests. A Dynamic Purchasing System (DPS) is being established for mapping assignments in 2021. This means that all suppliers can seek to be included in the system in accordance with the stated qualification requirements. Contests for the different assignments will be published in the system. The system can be continued after 2021.
The assignments involve registering topographic features according to the Norwegian Environment Agency's instructions for field mapping, and to determine ecological quality in mapping locations.
The number of assignments,location and scope in 2021 will first be clear in February. The estimated value of all assignments in 2021 is NOK 65 million excluding VAT. Any development of the system after 2021 will depend on state budget allocations.

The mapping must be performed in line with the Norwegian Environment Agency's mapping instructions that will be available in an updated version in 2021. The mapping instructions describe mapping of ecosystems in accordance with Natur i Norge (NiN) (Nature in Norway).
The Norwegian Environment Agency's professional system for managing NiN data, NiNapp, will be used. The application Arter will be used for managing species data.
The mapping will take place in Norway within defined areas that are selected in advance and announced as mapping packages. The selection of mapping areas will have primary emphasis on pressure areas where one would expect to find ecosystem types according to the Norwegian Environment Agency's manual.
Current plan for implementation (final dates will be stated in the announcement of the DPS):
— publication of DPS for ecosystem mapping at the end of November 2020,
— current application deadline for suppliers to qualify in the DPS in the first half of January 2021,
— publication o the main part of the assignments in 2021 (within DPS) around the 1st of February 2021,
— approx. three week deadline for submission of tenders,
— evaluation and awarding of contracts during March 2021.
