Procurement of EASA part FCL helicopter training for pilots of the Finnish Border Guard

The Finnish Border Guard as a Border Guard Department of the Ministry of the Interior and as a Buyer (later FBG) hereby invites you to submit Tender regarding EASA Part FCL helicopter training for 2 helicopter pilots. The Act of Public Contacts and Concessions 1397/2016) shall be applied to the procurement. The open procedure is used as the procurement procedure. The Air Patrol Squadron will act as the contracting authority. Purchased training shall include a)CPL(H) Integrated Course or b)CPL(H) Modular Training Tendered training shall include theoretical training up to ATPL(H) IFR level taking into account credits due to existing ATP(A). The Tenderer offering requested training shall have required training programs accepted by Civil Aviation Authority before commence of the tendered training. The Tenderer should take into account pilots existing flight experience and theory knowledge and credit it as wide as possible in training according Tenderer’s policy and CAA requirements for crediting existing experience. Principles should be presented in tender, but exact crediting will be agreed during training of pilots. A tenderer shall offer and reserve dedicated student accommodation for FBG pilots if there are such accommodation available. A tenderer should offer tenderers car (Company car) for the use of FBG students, if distance between training place, airport and accommodation together with the lack of public transport requires the use of car and if there are such a car available.
