Article 15 of EU Directive 2014/40/EU and the Commission Implementing Regulation (EU) 2018/574 on technical standards for the establishment and operation of a traceability system for tobacco products require EU Member States to appoint an ID issuer. In order to address the issue of illicit trade in tobacco products, all EU Member States have to ensure that unit packets of tobacco products are marked with a unique identifier so that their movements are recorded. The Ministry of Social Affairs and Health in Finland is planning a procurement regarding Finland's ID issuer for the tobacco traceability system. This is a prior information notice (request for information) for potential tenderers and a market survey. We are not requesting tenders at this point.
