The contracting authority is the Norwegian Agency for Public and Financial Management (DFØ).
DFØ is the government's professional body for financial management, good decision bases, organisation and management in the government, and procurements in the public sector. DFØ is also a provider of joint services for administration within wages and accounts.
DFØ has entered into a framework agreement for the purchase of Microsoft licenses, etc. The purpose of the framework agreement is to ensure that DFØ manages their contracts with Microsoft in an expedient and economically efficient manner. A framework agreement will be entered into with one tenderer that can act as DFØ's Licensing Solutions Provider (LSP) during the contract period.
