The Norwegian Red Cross require alternative means of communication in the event of loss of electronic communication services. The Norwegian Red Cross is organised with District Offices across the country, and are in need of alternative means of communication between the Head Office and the District Offices in Norway in the event of loss of traditional electronic communication services.

The Norwegian Red Cross require 22 satelite phones that can be used at different locations throughout Norway. The satelite phones must be fairly easy to operate, and must not be tied to specific persons, i.e. they must be available for use by multiple people. The Norwegian Red Cross require satelite phones with fixed telephone numbers and a flexible pre-paid solution or subscription. The Norwegian Red Cross require satelite phones that could potentially not be used for long periods of time without associated costs, but that are available for use immediately in the event of loss of electronic communication services. The Norwegian Red Cross sees the need for a solution where operating costs are connected to actual usage of the satelite phones, rather than to fixed monthly or yearly costs.
