Livneset currently functions as a base for Vestnes Energi's outreach section. All the existing buildings on the property shall be cleared. This is being announced as a separate contract. A draft project with the accompanying descriptions and tender drawings has been carried out, which will form the basis for the competition.. The development is planned to be developed in 2 stages, with stage 2 being an option in the competition. The development will be terraced housing and will follow the coastline / plan demarcation, with a rhythmic use of both protruding and recessed facades. The variation in the facades will give interesting and varying spaces between the development, which will simultaneously support the development's private spaces / gardens / communal area. Seventy 2, 3 and 4 room flats shall be established, in varying sizes from 60-120 m 2 . In addition car park basements shall be established, with the equivalent number of parking places and storage rooms. The outside areas shall be embellished with a park, fish ladder, swimming area, recreation areas and a play area. External guest parking shall be established by the exit on the municipal road. In total the project involves an external area of 12 000 m 2 , this includes the park area, roads, foot and cycle paths, parking places, various play and activity areas, etc. The total available area, including the parking basement is 11 300 m 2 . Quality 30 Price 70 A total of 2 subsequent construction stages are planned in this order: 1 st construction stage: housing group (BG) 2 and 3 and parking basements under housing groups 1, 2, 3 and 4, including all outdoor areas. Vestnes Energi AS announced a negotiated procedure on 2.10.2017 in accordance with the Public Procurement Regulations part III for a contract for a turnkey contract for the Livneset project. The requirement specifications were based on a draft project from the architect and alternative tenders were permitted. Two tenders were received, both were significantly over the budgeted limits and negotiations were started with both tenderers on possible adaptations in the project in order to come under the budget limit and make it possible to realise the project. Only one of the tenderers wanted to continue to work on this. A revised tender from the contractor Christie and Opsahl AS was submitted on 11.5.2018. The tender mainly included a reduction / shrinking of communal areas, as well as the external park and street installations. There are also some simplifications as regards materials, surfaces, etc. The number of lift shafts have also been reduced. Otherwise, the number of residential units and their design are as they were in the original tender. The assessment is that the existing tender fulfils the minimum requirements that were set and does not involve significant changes to the tender documentation.
