The competition generally has the eligibility requirements set forth below. For a comprehensive overview, see the Tender Documentation with attachment.
Requirements. Taxes:
The supplier must have their affairs in order with respect to the payment of tax, payroll tax and value added tax (VAT). A Tax certificate must be submitted. Foreign suppliers must provide equivalent certifications from the applicant's home country.
Requirement. HSE:
For work to be performed in Norway, the supplier must present a correctly completed and signed declaration form corresponding to FOA Appendix 2 that the supplier meets, or will meet by the date of the contract award, the legal requirements in Norway concerning health, safety and environment (HSE).
Requirements for organizational and legal standing:
The supplier must be a legally established enterprise. Documented by Company Registration Certificate Foreign suppliers: Confirmation that the supplier is registered in a trade register or company register in accordance with the laws of the country where the supplier is established.
Requirements for economic and financial standing:
The supplier shall have sufficient financial strength to be able to fulfil the contract. Credit worthiness [document] must be enclosed.
Requirements for technical and professional qualifications:
The supplier shall have good quality-assurance procedures. Compliance with the requirement must be described.
Requirement: The supplier shall have extremely good execution ability: Documented by a description of the supplier's administrative and technical units.
Requirements for environmental and social responsibility:
The supplier must have procedures to ensure that the collecting and production of materials for copy paper and envelopes have taken place responsibly. Attaching a valid certificate for products that are FSC or PEFC-certified is sufficient. Other suitable documentation of quality assurance measures will also be accepted.
The supplier shall have procedures to ensure that their documentation uses recycled paper that can be used for two-sided copying. Documented through an explanation of its routines or submission of certification.
The supplier shall have procedures to ensure that the product does not contain chemicals the government aims to reduce or phase out. Documented through his routines or submission of certification.
