The intention of the area review of ID management is increased security, increased cost efficiency and increased user friendliness in ID management. The area review will map whether the current management is arranged and organised in an appropriate and cost efficient way. The review ought to come up with recommendations on work forms, organisation and management in the field, including on the need for clearer authority distribution and better use of resources in identity management in Norway. The review must also assess various measures that can contribute to higher efficiency and security in ID work (e.g., connected to the National Register, including background checks of the ID basis before giving out birth numbers or ID numbers, or connected to issuing public ID documents), which also fulfil the population’s requirements for simplicity when communicating with public authorities.
