National Police Board of Finland is purchasing a national Schengen information system as a ready-made software for the Finnish Police. Procurement includes support and maintenance services, and establishing a Framework Agreement for the further development of the system. The procurement includes the National Schengen Information System functionalities to serve national SIRENE Bureau including implementation project and data conversion from the existing system. The System will be utilized, among others, by Finnish Police, Finnish Immigration Service, Finnish Border Guard and Finnish Customs. There will be about 100-200 end users. The procurement also includes possible further development such as the Case management (CMS) functionalities for information exchange between the N.SIS system and the specified international and national information channels, such as Interpol, Europol and national police. Planned schedule for the first go-live is approximately 2020. Further development of the system may include, among others, implementation of the additional national requirements to the N.SIS system (estimated schedule 2021) and the Case Management System (estimated schedule 2023 — 2025). The procurement will be implemented as a security procurement as per the Act on Public Contracts in Defence and Security (1531/2011, later "PUTU Act"). The fulfillment of the procurement is subject to funding. The funding will be confirmed on a yearly basis in the state budgetary procedure. The funding for the year 2019 is not confirmed yet. In case that the funding is not granted, the Contracting Authority may interrupt the procurement procedure.
