The procurement/contract's objective and scope. The contracting authority would like to enter into a contract for upgrading the K-Sim Engine Desktop simulator to K-Sim Engine Desktop simulator with a large screen. The machine simulator currently consists of one (1) instructor station and ten desktop student stations. The Vocational College wants to upgrade the existing simulator to a K-Sim Engine with a large screen that shall interact with the desktop simulator. The details of the delivery are as follows: — -BigView hardware; — -BigView software for 2 K-Sim Engine existing ship models; — 10 x 3D Virtual Student Licences for 2 K-Sim Engine existing ship models; — Packing and dispatch; — Installation; — Courses. 2. Grounds for not holding a competition: 2.1 General: This procurement is planned to be carried out as a direct procurement as the Contracting Authority believes that there are legal grounds in this procurement to not hold a tender competition, cf. PPR §8-18 and PPR §5-2, (1) a. Kongsberg Digital AS has sole rights to source code and sole rights to commercial sale of software developed for K-Sim Engine. Kristiansund Vocational College (fik), has investigated if there are other potential tenderers. There is only one service provider in the market who delivers upgrading/expansion of Kongsberg K-Sim Engine Simulators. The upgrading/expansion of the K-Sim Engine, delivered by Kongsberg, can only be delivered by the same supplier. The provision for signing a contract is thereby considered to be met. 2.2 Contract: The contracting authority intends to sign a contract for approx. 925 000 NOK excluding VAT, with Kongsberg Digital AS for upgrading of the K-Sim Engine Desktop simulator to a K-Sim Engine simulator with a large screen. Kongsberg Digital AS has sole rights to source code and sole rights to commercial sale of software developed for K-Sim Engine.
