Skyss wants to use a system solution for monitoring of transport contracts. The system should be a support for both the operator and the Contracting Authority in the work with monitoring of the contracts, and function as documentation of this work. It is desired that the system will provide i.a.:
— overview of the bus fleet;
— overview of requirement in the different contracts (quality, universal design, extra equipment, environment);
— possibility to retrieve relevant reports/key figures for development work and reporting.
It is desirable to have a system that is trialled and reliable, and that the tenderer has experience with participants equivalent to Skyss. We wish to purchase services from a web-based system, rather than to procure the system.
Skyss wants to have the system in use prior to the start up of new contracts in August 2016.
Skyss hereby invites interested tenderers to send in a general and functional written presentation of the system that can be offered. It is desired that the system proposals that are presented are easy to follow and of conservative scope.

Tenderers who wish to present their system proposal in a meeting with Skyss will be invited to a Dialogue meeting. The Dialogue meeting will be carried out as individual meetings with the Contracting Authority and one tenderer, and it is desired that the tenderers contribute with information and presentation of the system proposal.
Skyss plans to carry out dialogue meetings on 2.12.2015. The dialogue meetings will be held in Norwegian. Individual agreements will be made with interested parties for the time and place of meeting. Skyss expects that each meeting will take up to 1.5 hours.

Skyss retains the right to only call in interested parties who offer a system that solves the need Skyss has presented here.
It is also possible to send in a description of the system/service which answers Skyss's need without carrying out a one to one meeting. A written account of the system should not contain more than 5 A4 pages.
