The municipalities are responsible to honour the user's right to an Individual Plan (IP), this is in accordance with; The Health and Welfare Act, The Patients' Right Act.

The Norwegian Labour and Welfare Act (the NAV Act), the Act for Establishment and Implementation of Mental Health Care, the Act for Services in The Labour and Welfare Administration, the Act for Specialist Health Services etc., the Child Protection Act as well as regulations for Individual plans. The statutory obligation to name a co-ordinator shall apply regardless of whether the patient or user wants to utilise the right to an Individual Plan (HOL §7.2). The municipalities shall procure an annual right of use contract for a standard web based solution for Individual Plan. The right of use contract shall contain the right to use the web application. The web application shall be installed at the tenderer and the tenderer shall be responsible for the operation, maintenance, program development and support. Upgrades and new versions shall be included. The following municipalities are involved from the start: Bremanger, Eid, Flora, Førde, Gloppen, Luster, Songndal, Stryn and Årdal. Also the rest of the municipalities in the county will join the agreement. In addition, Helse Førde will participate.
