In connection with project 12500 - Gate Building and dep M, Statsbygg wants to carry out qualification of participants who may be interested to tender for «K201 Turnkey Contract – Gate Building and department M».
Kriminalomsorgsdirektoratet (Directorate of Norwegian Correctional Services) has given Statsbygg the task of building a new Gate Building and department M at Ila Prison and Detention Centre.
Ila Prison and Detention Centre is located in the north of Bærum kommune with cadastral unit number 28, property unit number 2. The address is Jøssingveien 33, 1359 Eiksmarka. The property is altogether approximately 212 dekar (1 dekar = 1 000 m²), and the prison uses approximately 73 dekar (1 dekar = 1 000 m²). Entry is from Jøssingveien. The property is bordered on the north and west toward Bærumsmarka, in the south toward Haga Golf Course and in the east toward residential area with small house settlements. The property is in the municipal area plan 2010-2020, approved on the 24.3.2010, set aside for public building.
The assignment:
— Gate Building is planned for execution over two levels and will be faced east of the existing main building in the outer gate area. The Gate Building and main building will be connected with a new culvert. To address the necessary level difference between the Gate Building and the Main Building, stairs and house elevator will be established. The Gate Building, culvert, elevator- and stairwell will be built in concrete, steel and insulated walls. The floor separation is concrete, inner walls are a combination of cast, masonry and internal partition walls.
— New stairs in connection with elevator are planned to be established in linking to the existing structures within the prison area. The establishment of the elevator and stair connection is complicated is a complicated pairing and will involve blasting/cutting of the mountain. Planned for concrete construction.
— Department M – The new construction is divided into two floors. The building is made in concrete with the elevator and stair connection in order to safeguard universal design. The new building possesses the necessary functions for zoning tender - especially high security.
In addition, improvement and expansion works are planned for a limited number of cells, storage and shower rooms in the existing prison building. The total gross area for the entire contract is about 1 750 m².
The building works shall be carried out in a prison under full operation.
An appropriate, safe and good execution of this project is of great importance for all involved parties. Security routines performed by Ila Prison apply to the contract and it is stipulated that whoever is awarded the project follows these routines. At start-up, the turnkey contractor who gets the contract must go through security routines and be security cleared by Ila Prison. It is essential that all persons participating in the project can present a police check, and not have any relationship with the police making it incompatible to work with the project. Persons who cannot present a police check must be replaced with equivalent expertise. Parts of the project information shall be treated in accordance with The Protection Decree (Beskyttelsesinstruksen). It is expected that the contractor aligns with the requirement for treatment and storage of this type of information.
The prison will be in full operation during the building period and all works shall be carried out such that the prison's security regulations are satisfied and the operation is not unnecessarily interrupted.
The works shall be completed by the end of October 2016 at the latest, with start up immediately after signing of the contract.
