The Africa–Europe Digital Innovation Bridge (AEDIB) 2.0 initiative requires in-country operational support for the Joint Innovation Facility (JIF). HAUS, the JIF implementing partner, is not registered in Kenya and lacks in-country HR, payroll, tax and statutory compliance capacity. To comply with Kenyan national legislation and ensure lawful contracting, payroll and employment administration, HAUS will engage an Employer of Record (EoR) registered and operating in Kenya to employ and manage one local Joint Innovation Facility Officer for the JIF for up to 28 months.
To retain a Kenyan-registered Employer of Record to contract, legally employ and manage a local Joint Innovation Facility Officer and deliver associated HR/payroll/compliance services so the Officer can lawfully and effectively support JIF activities in Kenya and regionally. Specific objectives:
- Legally employ and pay the Joint Innovation Facility Officer in compliance with Kenyan labour law, tax withholding and social security obligations.
- Provide end-to-end employment services (contract issuance and management, payroll, statutory filings, benefits administration, insurance, equipment provisioning and local HR support).
- Ensure prompt, compliant handling of taxes, statutory contributions, termination, and other employment-related processes.
- Provide a single point of contact and monthly reports to HAUS on employment status, payroll remittances and compliance matters.
- Note: HAUS retains the exclusive right to select and appoint the individual to be engaged as the Joint Innovation Facility Officer. The EoR will employ the person selected by HAUS under the agreed employment terms.
