BACKGROUND: The Danish Institute for Parties and Democracy (DIPD) is established as an independent and self-governing public institution. The ongoing grant to DIPD: “Support to Strong and Well-Functioning Multi-Party Democracies” (2021-2025), is based on annual commitments at the average level of DKK 30 million. A successor to the ongoing project is being prepared: “Support to Strong and Well-Functioning Multi-Party Democracies (2026-2029)” with an overall focus to strengthen the Danish democracy assistance, in particular by support for the development of political parties and multi-party systems in developing countries. OBJECTIVE: The purpose of the Appraisal is to assess the relevance and effectiveness of the Danish support to the “Support to Strong and Well-Functioning Multi-Party Democracies (2026-2029)” based on Denmark’s strategies and guidelines. The appraisal team will provide recommendations to the HUMCIV Dept. on needed adjustments to the project document to be considered and adjusted prior to the presentation of the project to the Development Council (UPR). METHOD AND OUTPUTS: The review will be conducted based on a combination of a documentary review and interviews with key stakeholders. Field missions are not planed. The Appraisal will include the following outputs: 1) A Preparatory Note (MPN) outlining key issues of concern and a refined methodology, updated schedule and details about the assignment; 2) A debriefing presentation highlighting key preliminary appraisal findings and recommendations; and 3) An appraisal report including findings and recommendations (approximately 15-20 pages, excluding annexes). TIMEFRAME: The appraisal is expected to start beginning May 2025 and end with the submission of the final appraisal report mid-June 2025. CONSULTANTS: Two external international consultants/experts are required for this assignment. These include: 1) Expert in democratic and multiparty development programmes, with strong knowledge of the Danish democracy and party-political landscape. 2) Expert in financial management and MEAL processes in development aid. One of the consultants will act as coordinator for the external consultants. Both consultants must have very good working knowledge of English and Danish. Insight into MFA guidelines and requirements is an advantage. The Appraisal team will include one staff from the Department for Evaluation Learning and Quality. The staff from the Department of Evaluation, Learning and Quality will act as team leader for the Review Team. BUDGET: The budget maximum is DKK 325.000 net of VAT.
