RFI tender contest for running a sports centre

Lørenskog Municipality currently has separate operational contracts with the football clubs and ice hockey club for running the football pitches and ice rink. The contracts are based on the clubs being able to sue the sites exclusively free of charge as long as the clubs keep the sites open and are responsible for their ongoing operation and inspection of the sites. In the Value Added Tax Act, it is a prerequisite for the compensation right for operational and investment costs that the municipality itself is responsible for the operation of sports centres and carries all costs connected to this. With large planned investments, the existing operational contracts have a large financial consequence for the municipality due to the withdrawal of the compensation right to VAT on the investments. As a result of this, the Municipal Council decided in case 083/23 to change the operational model for the municipality's football pitches and for the ice rink, with effect from 1 January 2024. The decision means that the operation of the sports centres will be outsourced and the municipality will procure operational services from tenderer(s). The municipality would like to have a dialogue with relevant interested parties on the operation of the sports centres. The aim is to get input from relevant participants on the municipality's plans, and how the municipality's need can be solved in the best possible way. Input that is received in this process will only be used for the preparation of future tender documentation and other documents that belong to the contest. The goal of the process is to ensure that the contest is well-prepared and quick, at the same time that principles on equality, predictability, and competition are adhered to. Lørenskog Municipality would like input on the above-mentioned questions. The deadline to register your interest and submit input is the 15 August 2023. The input must be a maximum of 6 A4 pages.
