Maintenance Contract for LCS/USP with DNI

Bufetat intends to carry out a direct procurement of a 2-year maintenance contract with DNI without a contest, with the opportunity to extend for 1 year + 1 year. Bufetat believes there is a basis for direct procurement in this instance, in accordance with PPR §13-4 b) 2 - ‘the procurement concerns services that only one specific supplier can deliver due to 2. Competition is impossible due to technical reasons’. Bufetat has implemented a complete system for access control from DNI with a proprietary code base and further developed this in accordance with the organisation's needs over time. Only DNI can maintain and develop the system in accordance with Bufetat's vision. No other actors have expertise or access to perform this. The solution is therefore to enter into a maintenance contract (SSA-V) with DNI in order to secure support, maintenance and further development of Life Cycle Server(LCS) and User Storage Portal(USP).
