Norad will carry out this external review on behalf of the Core Funding Group (CFG), comprising Norway, Netherlands, Sweden and Denmark, and Palestinian Negotiation Support Project / Negotiations Affairs Department. The purpose of the midterm review is to assess the performance of the PNSP against its stated objectives, and to put forward clear recommendations on how to improve its performance, including the CFG's support and engagement in the project. For further information, please refer to the Terms of Reference (Annex 3).
The procurement will be carried out as an open competitive tender in accordance with Part I of the regulations on public procurements. Norad is therefore not obliged to publish the competition in DOFFIN and TED. Norad announces this procurement voluntary on DOFFIN and TED in order to reach as many candidates as possible.
