The Norwegian National Rail Administration intends to enter into a contract with Gartner Norge AS for the delivery of supplier-independent analysis - method - and consultancy services within ICT, technology development and the supplier market for the ICT-director and his closest associates, ICT contract consultant. The services shall include technology monitoring, market and trend analysis both within ICT, technology and principles for management of the ICT activities. The service provider must be able to be utilised as an advisor in strategic choices based on the Norwegian National Rail Administration's actual needs. The services shall be modelled as a member based subscription service.
The subscription services shall be a set with well defined services which shall include a dedicated web-portal with access to:

— Newsletter
— Consultancy / access to specialists

As a part of the subscription, a Personal advisor shall assist the customer and is the Customer's contact point at the service provider. The Personal advisor shall cover the following needs:
— Professional discussion partner within ICT related questions and problems
— Decision support in ICT related cases
— Consulting about trends in the ICT sector and related industries
The service provider shall send out newsletters with information about the development of the various ICT areas and new analyses, reports and other information material. The service provider shall regularly arrange conferences with international speakers and participants within the various service areas. The Norwegian National Rail Administration shall be offered to participate in such arrangements.
