The LOS program in The Norwegian Armed Forced announced in spring 2010 a competition for consulting assistance to operation of the in house developed HR system P3, cf. Doffin-reference AA9897. The contract was awarded to InOnOff AS. The contract expires 30.6.2014. The Norwegian Armed Forces has developed a new HR system based on SAP. This will replace P3. The Norwegian Armed Forces has just decided that the new system will be implemented on the 24.10.2014. There is a need to keep the old system in operation. The Norwegian Armed Forces must therefore extend and expand the aforementioned contract. Public Procurement Regulations § 14-4 j provides for procurement of additional services after negotiations without prior announcement, refer to § 14-4. The conditions are met as the Contracting Authority could not predict the need earlier, the additional works will be awarded to the same supplier, the total value of the additional works does not exceed 50 % of the original contract value and that the services cannot without disproportionate technical difficulties be separated from the original contract. The contract expands by 15:00 hours and with duration up until 31.12.2014.
