The Board of South Eastern Norway Regional Health Authority resolved on the 25th of October 2012 a new ICT strategy and plan. One of the programs in this effort is to establish a joint ICT platform for the hospital trusts in the South Eastern Norway Regional Health Authority. This means the standardisation of existing ICT services, as well as development of new services. The Program's projects are mainly divided into two types: development projects and restructuring projects.
The new ICT strategy means that individual programs/projects can be sent out to external suppliers with primary responsibility for deliveries through clear contracts. The Hospital partners therefore want to consider what services should be carried out internally in the South Eastern Norway Regional Health Authority, and which services can be outsourced to an external supplier. This is to achieve faster execution times on the platform program, provide increased utilisation of internal resources at the hospital partners, increased and more overall responsibility to suppliers as well as provide lower and more predictable cost.
With this background, a tender for client restructuring and management is announced. The procurement will be divided into 2 main areas:
— The procurement part 1: Restructuring of clients means to conduct the restructuring projects for some selected hospital trusts in terms of mapping of applications and clients, application packaging, refuelling/labelling and deployment of physical clients. In addition, certain activities around migration of e-mail, users and file.
— The procurement part 2: Management of clients means collection/receiving, (re)filling and dispatch of finished fuelled client to a defined point of service for all or selected Hospital trusts.
