An increased focus on the quality in the kindergarten sector will give increased requirements for knowledge of the state of the sector. This may result in several assessments and surveys which again will become a liability for the sector.
By as far as possible accumulate the requirement the governmental authorities has for collecting knowledge in the form of mappings and minor sample surveys once a year, the number of these requests to local kindergarten authorities and owners will be reduced.
The Norwegian Directorate for Education and Training, henceforth referred to as the Awarding Authority, has since 2009 have good experience with coordination of surveys regarding various conditions in the education sector directed to school owners and school managers.
The Awarding Authority shall now enter into a 3 year framework agreement for implementation of surveys in the kindergarten sector. The contract includes one survey per annum. The objective of this type of annual surveys is to reduce the liability for the kindergarten sector by reducing the extent of many small surveys.
Full scale surveys are to be avoided in favour of sample surveys where the size of the samples may vary.
Data records shall be used in order to provide the best possible basis for stratifying samples (i.e. group units together in various categories (strata) based on existing information of their value prior to initiation of the survey).
This may also result in a reduction of the extent of the surveys for this sector.
