Existing buildings were built in three construction phases, building step 1 in 1967, building step 2 in 1976 and building step 3 in 1984. The architect was Erik Fastvold.

A three story extension to the office section shall be established. The canteen on the 1st floor shall be extended out towards an atrium/courtyard, and it shall be set up as a connection between the two ends in this floor. The entrance in the 3rd floor on the buildings north side shall be opened and made more publicly accessible, and access to the 5th floor in building step 3 shall be changed. There must be fire safety measures done as further development of stairs to escape routes, and new lifts shall be installed that meet the requirements for Universal Design. Office work places in the existing building must be adaptable to various future types of work and walking areas should be opened. It is desirable to maintain the architectural expression of this building.

The facility will be fully operational during the construction phase and the progress shall be planned in dialogue with users and adapted to their operations.

The project aim and challenges allow for solutions and execution plans to be prepared and realised in collaboration. Statsbygg will therefore contract a collaboration partner who shall carry out the project. Current collaborations partner shall themselves define their team, and this team shall cover all relevant fields for design and execution. The entrepreneur with consultants and sub-contractors shall in cooperation with the Contractor and user, develop preliminary project and execution plans, within the relevant budgetary constraints.

The works will be carried out in two main phases. The preliminary project shall be developed from October 2013 to January 2014. The final decision regarding execution, scope of design, schedule and target price will be made in winter/spring 2014, after a basis for decision documentation is developed in the preliminary project in cooperation. Thereafter detailing and construction will be carried out.
