It has been agreed between Business Finland and the Ministry of Economic Affairs and Employment (MEAE) that Business Finland’s impact and the achievement of objectives will primarily be monitored through impact analyses and studies of individual target areas. Business Finland has three strategic target areas, which are 1) Economic Growth, 2) Sustainable Development and 3) Competitiveness. Impact studies implemented in each target area and impact studies presenting their results comprise the actual and official method for monitoring Business Finland’s success and impact.

Tenderers are kindly asked to read the procurement description attached to this invitation to tender.

On the basis of the various perspectives to and materials for the study, the supplier undertakes to produce a comprehensive impact study of Business Finland’s success in achieving the objectives associated with innovation funding and global network services.

The impact study should be based on an up-to-date research data on business and innovation environment and impacts of Business Finland’s activities, as well as a theoretical frame of reference for assessing the impacts and effectiveness of business and innovation activities.

This study is expected to deliver both ex-post and forward-looking impact analysis and answer the questions by using most relevant research data, publications, and the assessors’ views.

As the outcome of the project, a report in the English language will be produced. A draft report must be submitted to the project steering group for comments no later than on 15.11.2021, and the final report must be completed by 15.12.2021. The supplier undertakes to comply with these schedules.

The compensation paid by Business Finland has been defined in beforehand as EUR 130 000 (fixed price). The comparison of the tenders is, thus, executed only based on the content and quality of the service.
