The objective of the qualification scheme is to facilitate that users of BPA (user managed personal assistance) shall have a real choice in regard to which service provider they want to perform the services they have selected (user choice). At the same time, the scheme shall contribute to ensuring that the users get the help they are required to have access to in accordance with the law on municipal health care services.
Admission to the qualification scheme does not apply to Public Procurement Regulations. However, the award will occur in line with the basic requirements set out in the EEA agreement for non discrimination, objective criteria and a transparent and verifiable process.
Admission to the scheme requires the service providers to fulfil the terms in the the qualification documentation. Service providers who fulfil the terms can and are obliged to offer these services to the municipality's residents.
