Invitation to an Information Meeting for a Framework Agreement for Quality Assurance of Concept Choice Reviews and Preliminary Projects for the State's Investment Projects

In order to contribute to efficient use of resources, large state investment projects must comply with the requirements for investigation and quality assurance in the state's project model, including reviewing external quality assurance at two checkpoints before the project is submitted to the Storting [the Norwegian Parliament]. KS1 is a quality assurance of the concept choice review (KVU) and will be implemented before a decision is made about the concept. KS2 is a quality assurance of governing documents and a cost estimate for the chosen project alternative that is implemented after the preliminary project has been completed. Since 2,000, private consultancy firms have performed the quality assurance in accordance with the Framework Agreement for quality assurance of a concept choice and cost estimate for selected project alternatives. Emphasis is placed on the implementation of the procurement process during Spring 2019, with the intention of entering into a Framework Agreement that will come into force when the current agreement expires. The Finance Department extend an invitation to an information meeting where the purpose is to orientate the market about the pending procurement.
