The agreement shall have a five year duration (2017-2021) and include recording of sample plots in the field and analysis and data storage of the collected data. Field recordings shall be performed in the period 2017-2021. Recordings of sample plots should follow NIBIO's, (care of the National Forest Inventory) instructions. Data storage should occur in the databases and with the quality assurance procedures that apply to storage of data from the National Forest Inventory. The procurement shall build on the work described in the assignment reports 19/2011, 14/2012 from the Norwegian Forest and Landscape Institute and Annual Reports from monitoring in 2011-2016. 4500000.00 The Norwegian Environment Agency intends to enter into agreement with NIBIO on the monitoring of forest in protected areas. NIBIO c/o the National Forest Inventory is performing comprehensive monitoring of all forests in Norway. This monitoring started in 1919 and has been ongoing ever since. NIBIO has developed a methodology they want to use in connection with the monitoring. This will ensure that data collected in the protected areas is comparable with data from outside of the protected areas. After the data is collect it must be processed and stored in appropriate databases. Through the National Forest Inventory databases, NIBIO has databases that are developed to store and process this type of data. The Norwegian Environment Agency is not aware of other parties that perform national monitoring of forests and have competence and systems for this type of monitoring. Based on the Norwegian Environment Agency's knowledge of the supplier market, the chosen service provider is the only supplier who can cover the Agency's needs in the stated service area.
