‘A team around the teacher — Use of multi-disciplinary competence in schools. Research based testing and evaluating effects of the initiative’.
The Norwegian Directorate for Education and Training invites research tenderers to be pre-qualified for a competitive dialogue for research based testing and evaluating effects of the initiative to use multi-disciplinary competence in schools. The testing shall be carried out in cooperation with school owners and any other relevant actors.
The qualification will be carried out in accordance with the Act dated 16.7.1999 No 69 on public procurements (LoA) and the public procurement regulations dated 7.7.2006 No 402 (FOA) Part III, § 14-1 (2), cf. § 14-2. The service provider will be chosen in accordance with the ‘competitive dialogue’ procedure. The dialogue will be held autumn 2016. The dialogue phase will continue until the contracting authority closes the process and requests an official tender for a system proposal from the pre-qualified tenderers. The contracting authority is interested in system proposals for both minor and more comprehensive testing of the initiative.
The aim of the competitive dialogue is to come up with an initiative that can be systematically tested and evaluated. The research shall provide new knowledge on the appropriate use of multi-disciplinary competence. It can involve an increased multi-disciplinary cooperation for actors in and around schools, strengthening chosen resources or a combination of these. The evaluation shall examine what effect the chosen initiative has for the learning environment and leaning outcomes, for example, by influencing early intervention, teachers' use of time, etc. The intervention shall not contribute to increased segregation.
The initiatives shall in particular benefit pupils in the 5th-7th years.
The initiative for multi-disciplinary competence in schools shall be tested from the school year 2017/2018 with a model development and piloting spring 2017. The project/projects will be commissioned immediately, after a possible award of contract February/March 2017.
The total cost limit for the assignment is 36 000 000 NOK excluding VAT. Tenderers who are pre-qualified and thereby invited to a dialogue autumn 2016 will be compensated for their work on the tender by 120 000 NOK excluding VAT.
