The aim of the contract is to cover the contracting authority's need for the further development of the police in accordance with the coming structure and quality reform, strengthening ICT and organisation development in general.
The contract is divided into 6 professional fields, which are described in Part 2 Annex A — the Customer's Specifications. Tenderers shall submit a tender for all the professional fields. Sub suppliers can be used for the different professional fields. Tenderers shall clearly state in their reply if sub suppliers shall be used if relevant.
The professional fields are:
1) Strategic management and change work,
2) Finances and performance management,
3) Human Resource Management,
4) Logistical functions and support services,
5) Portfolio management,
6) ICT management.
As regards the professional field ICT management, this will be included in the contract from 16.8.2015, as this is currently covered by the existing contract.
There is a need for professional and managerial competence in each professional field. Recognised methodology shall be used in the work that shall be carried out, and there are documentation requirements for the work that shall be carried out. The information that is managed is sensitive and critical for society, which means that the justice sector has strict requirements for security. Preliminary analyses, consultancy, review assignments and quality assurance will be included as natural elements in many activities.
