In accordance with requirements, the Contracting Authority intends to enter into a framework agreement regarding purchasing and changing tyres for the Contracting Authority's vehicles, lorries and machines. The contract also includes delivery of supplementary equipment and services thereof.

The Contracting Authority wants primarily to enter into contract with a total assortment supplier, but reserves the right to accept all or parts of any of the received tenders. Localisation of the supplier's showrooms and workshops close to the contracting authority is an award criteria that is emphasised.

The Contracting Authority requests option for the tyre hotel service and tenders from suppliers who can offer tyre hotel service are evaluated.

The aim of the contract is to cover the contracting authority's need for tyres and associated services for the company's vehicles in a quick, clear and simple way at the best possible price. The Contracting Authority wishes to obtain predictability in relation to discounts within each tyre segment.

The vehicles and the construction machines are located at ROAF Miljøpark in Bøler, Norway

Per May 2014, ROAF has

— Six (6) passenger cars and delivery trucks, and two (2) lorries One suction vehicle and one compressor vehicle are subject to construction/being ordered.

— Construction vehicles comprising 2 tractors, 4 wheeled loaders, 6 trucks, 1 dump truck, 2 excavators, 1 mobile garden waste grinding mill, 2 mobile sieving machines, 2 mechanical sweepers, 1 compact loader, towed vehicles, etc., as well as other motorized tools.

Environmental considerations are of great importance to ROAF. Therefore, the contracting authority would particularly like to attempt to ensure access to eco-friendly alternative fuels, as long as these can be used by the official cars and construction machines.

The contracting authority wishes to enter into a contract with a supplier who can comply with national legislation regarding regulated working hours, minimum wage, and HSE. This shall be substantiated during the contract period.
