PÄÄKAUPUNKISEUDUN JUNAKALUSTO OY
Pääkaupunkiseudun Junakalusto Oy (hereinafter referred to as "Junakalusto Oy") is a contracting entity that shall follow the legislation related to the public procurements and that was founded to procure and hold the rolling stock needed in the commuter train transport of the HSL area.
The line of business of the Junakalusto Oy is to procure, own, hold and lease out rolling stock as well as manage the maintenance and etc. service of the fleet as well as
produce procurement services and consulting services related to all these operations.
Junakalusto Oy has procured in total 81 Stadler Flirt-trains (Sm5). The trains were delivered between 2009 - 2017. The expected lifetime of the train is 40 years.

BACKGROUND AND PURPOSE OF THE REQUEST FOR INFORMATION
Junakalusto Oy is seeking for an experienced specialist company to develop the life cycle plan of Sm5 train units in cooperation with Junakalusto Oy.
The request for information (hereinafter referred to as "RFI") is not a procurement notice or a invitation to tender; instead, it is a market survey. The procurement notice and the invitation to tender may be published later. The RFI does not obligate the Junakalusto Oy to carry out an actual procurement. Responding to RFI is not a requirement for participating in any potential future competitive tendering.
No compensation is paid to service providers for responding to the RFI or participating in the market dialogue. Information obtained through the RFI may be used in the preparation of procurement documents.
Junakalusto Oy invites interested service providers to the supplier-specific market dialogue sessions as described below.
THE SCOPE AND THE OBJECTIVE OF THE PROCUREMENT
The objective of Junakalusto Oy is to develop a plan for evaluating the requirements for upgrades, overhauls, and replacements of SM5 train units and their subsystems. Additionally, Junakalusto Oy aims to create a comprehensive life cycle cost estimate for the remaining life cycle of SM5 train units.
From the service provider, Junakalusto Oy requires expertise in the various systems of the train units, so that the service provider is able to assess the current state of the system, the necessary measures during the remaining life cycle, and is able to evaluate/find out the cost estimates for the necessary measures.
Junakalusto Oy is seeking expertise in the following areas:
• Exterior surface treatment (painting, foiling)
• The interior materials of the trains (floors, seats, other equipment)
• Power electronics
• Passenger information systems
• Video surveillance
• Passenger counting
• Monitoring and safety devices (data transmission, communication equipment)
• Control systems
• Lighting (conversion to LED)
For the sake of clarity is stated that it is not necessary to posses all the expertise, instead Junakalusto Oy can procure certain expertise from different service providers.
According to the preliminary plan, the procurement is intended to be carried out in spring 2024.
