)Estonian Railways Ltd invites you to take part in Request for information for the project of automation of Estonian Railways train traffic control and management.Background information about the request for information:This request for information is public and the purpose of it is to prepare the technical specification for the public procurement. The sender of the request ensures equal treatment of and free access to information to all potentially interested parties in the planned public procurement, following all general principles of public procurements. Participation in this survey will not give any participant any benefits in the forthcoming planned public procurement. The public procurement for design and construction works is scheduled to be completed in 2019, after conducting a preliminary inquiry of the technical dialogue and analyzing the feedback collected from potentially interested parties during this process. The public procurement is carried out through the national e-procurement environment.
Estonian Railways Ltd. (AS Eesti Raudtee) as a Contracting Authority is planning to purchase an automated technological system for the management of CTC systems, which would provide a common management operations format for different types of CTC. The system must have a logical and convenient automated workstation for a train dispatcher (AWTD). The system must have an automated system that records and maintains info about past traffic and analyses it. The wide-ranging functionality of the system must allow for the immediate control and monitoring of the train traffic by the train dispatcher. The system that records and maintains info on past traffic and analyses it (PTMA) must allow for creation of an automated schedule for those Estonian Railways’ sections that are under CT control. The co-aim of the project is to increase the level of safety and security and making the management and use as effective and automated as possible.
In the annexed table, the Contracting Authority has described his main objectives and requirements for the proposed system, and wishes to, with the preliminary request of this technical dialogue, receive feedback from the market on the possibility and feasibility of the possible technical solutions. The feedback received from the market is extremely important for the Contracting Authority when drafting the technical specification of the object of the procurement contract.

Päringu teostaja tagab kavandatavas riigihankes potentsiaalsete huvitatud isikute võrdse kohtlemise ja vaba ligipääsu infole järgides kõiki riigihangete üldpõhimõtteid. Käesolevas päringus osalemine ei anna mistahes osalenud isikule mistahes eeliseid tulevases kavandatavas riigihankes. Projekteerimis-ehitustööde riigihange on kavas läbi viia 2019.a. pärast tehnilise dialoogi eelpäringu läbiviimist ja selle käigus kogutud potentsiaalselt huvitatud isikute tagasiside analüüsimist. Riigihanke läbiviimine toimub riikliku elektroonilise riigihangete keskkonna vahendusel.
AS Eesti Raudtee kavandab soetada sellise automatiseeritud dispetšeri juhtimise süsteemi loomist, mis näeks ette ühise juhtimise operatsioonide formaati erinevatele DT liikidele. Süsteemis peab olema ettenähtud loogiline ja mugav rongidispetšeri automatiseeritud töökoht.
Süsteemis peab olema ettenähtud toimunud liikluse graafiku automatiseeritud pidamine ja analüüs. Süsteemi laiad funktsionaalsed võimalused peavad vabastama rongidispetšeri tööaega vahetult liikluse juhtimiseks ja kontrolliks. Toimunud liikluse graafiku pidamise ning analüüsi automatiseeritud süsteem peab võimaldama toimunud liikluse graafiku automatiseeritud väljatöötamise nendel Eesti Raudtee lõikudel, mis jäävad DT juhtimise alla. Projekti kaaseesmärgiks on seeläbi tõsta ohutuse- ja turvalisuse taset ning muuta nende haldamine ning kasutus maksimaalselt tõhusaks ja automatiseerituks.
Lisas olevas tabelis on Tellija kirjeldanud enda peamised eesmärgid ja vajadused kavandatavale süsteemile ning soovib käesoleva tehnilise dialoogi eelpäringuga saada turult tagasisidet võimalike tehniliste lahenduste realistlikkuse ja täitmise keerulisuse kohta. Turult saadav tagasiside on Tellijale äärmiselt oluline hankelepingu eseme tehnilise kirjelduse koostamisel.
