The basis for the direct award is unilateral in accordance with the Public Procurement Regulations §2-3. The background for the award of unilateral, is that the municipality in Fjellregionen has established FIAS as an inter-municipal company that shall take care of the municipal obligations according to the pollution control act. This places particular emphases on security of supply and stable operating conditions. Withdrawal for 2016 was approx. 263 000 NOK. The value of the contract is calculated for four years and is based on previous figures. On 15.6.2017, Engerdal Council decided to award unilateral right to FIAS, cf. the attached special print out from the Council's process. FIAS is a statutory body that serves the general need where ownership is exercised through the company's 10 owner municipalities. The unilateral right is connected to the purchase of services for collection and processing of municipal industrial waste from the municipality's daily operation. The unilateral right is, as indicated, awarded by the Council in Engerdal kommune, and the service is compensated according to the self-cost principle. Collection and processing of municipal industrial waste safeguards important environmental and hygiene aspects. This, set in connection with security of supply and stable operating conditions, is considered to be in the general interest, cf. the EEA agreement.
