No 983 658 725) will enter into an amendment contract with Roche Diagostics Norge AS for the delivery of tests strips and readers with the accompanying consumables for analysing glucose close to the patient. The amendment contract will be valid for 4 years (2+1+1+), with an option for a further extension. 3840000.00 If a contracting authority is of the opinion that there is the legal basis to enter into a contract without announcing a competition, the contracting authority can, after the supplier has been chosen, announce that the contract will be signed by publishing an intention notice, cf. Public Procurement Regulations § 21-5. The Public Procurement Regulations § 13-4 first chapter, letter b, No 2 states that a procurement can be made without a competition if the procurement is for services that only a specific supplier can provide as competition is impossible due to technical reasons. The background for the amendment contract is that the companies in Helse Vest RHF have implemented, or are working on implementing, automatic transferral of patient results from analysis instruments to patient journals. Joint middleware has been installed for all the companies in Helse Vest RHF. The products that are covered by the contract with Roche Diagnostics Norge AS are connected to, or will be connected to, the IT systems that the companies have. Based on the current situation, a contract with a new supplier in this area is seen as very inappropriate and very costly. It is therefore entirely necessary to change the current contract so that it will apply for 4 new years, with an option for a further extension. See below for the justification for this. Helse Bergen HF: The company has put a lot of work into establishing automatic routines for transferring analysis results from the Accu-Chek Inform II instruments via the middleware CobasIT1000 to the LIS system and further to the company's EPJ system (Dips). By registering the patient's date of birth upon taking a sample, the results will automatically be transferred to the patient journal. The transfer involves several IT systems and training has been provided in their use to a large number of persons. Changing suppliers would mean that this work must be repeated and changing the IT system is very demanding on resources and costs and is, therefore, out of the question for Helse Bergen HF. Helse Fonna HF: The same justification applies for Helse Fonna HF as for Helse Bergen HF. In addition, in the long term Helse Fonna HF could stop using Cobas IT 1000 and connect the instruments to the Aqure middleware system. As assessment will be made as to whether a competition for new instruments can be held when this occurs. The replacement costs for changing suppliers are currently seen as disproportionally large, even if some of the work for the integration of the instruments with Aqure will have to be done regardless of which instruments are used. Amongst other things, training a large number of users will be very time-consuming and demanding on resources, which would have major consequences for the operation of the health company. Helse Stavanger HF: The company is in the process of planning adaptation so that they can use IT-1000 for data acquisition/connection with Aqure and transferring results from Aqure to FlexLab. A change of supplier would result in having to re-do all the planning done so far. The company would like to realise the current plans and changing suppliers would be very unfortunate and would involve extra work. Helse Førde HF: The company is in the process of planning adaptation so that they can use IT-1000 for result transfers from Accu-Chek Inform II to Dips (EPJ). Based on the justifications presented above, we assess that the terms to extend the contract with Roche Diagnostics Norge AS in accordance with the Public Procurement Regulations § 21-5 are met. Extension of the contract period for 1+1 year, with an option for a further extension. The companies in Helse Vest RHF have implemented, or are working on implementing, automatic transfer of patient results from analysis instruments to patient journals.
